I think your panel interleave is off.  Judging from the pictures, I think it should be 16 pixels Zig/Zag.

On the Panels settings page in FPP, there is a "Panel Interleave" setting.   Set it to the 16 ZigZag setting.


Tech details:  with 1/4 scan panels, it has to send 4 rows of data over 2 data lines, or two rows of data  per line.   There are multiple ways to do that.  SOME panels will send a full row of 32 pixels, then the full second row.   Other panels will send 16 from row 1, then 16 from row 2, then back to 16 of row 1, etc...    Some will do groups of 8 or 4.     Others use a "zig zag" where the group from the second row is reversed.   Basically, whomever designed the panel placed the shift register chips where ever was convenient/cheap for them.    Thus, there is no standard.   I THINK your's is 16 pixel zig/zag, but I could be wrong.

I tried changing those settings and they do light up how ever they would not go off I changed it to just the 16 pixels and they seemed to work better
