Sanity check: power light and fuse indicator lights flashing

The power LED and the fuse indicator lights on both my differential receiver board and my F8 distro board are blinking when I apply power.  I have checked the wiring and, assuming the terminals are labeled correctly, V+ and GND are wired correctly.  I assume blinking lights are a bad thing.  I have not ruled out the possibility that I have a gimpy PSU.  Or are the blinking lights a feature?

ETA: I have nothing connected to either board yet.  Wanted to ensure good power up before adding anything.

You've got a bad power supply I disconnect it as soon as possible.
Or there's something putting a load on the power supply past its limit.

I either have five bad PSUs or the ones Ray sent me are EU rather than US voltage.  His spec says 120/230v supply, but there's no select switch on them.  I put a multimeter on the PSU outputs and the output voltage ramps from 1v to 10v in 2v-ish increments then falls back down to one.  They continue cycling thusly.  So I'm thinking they won't run off 110/120v.
