I have an element that requires 12v that will be near one of my F-16s. Can I power it on and off via DMX commands from one of the ports?

Not on F16v1. There is no DMX port.

Should have realized that about the DMX. Would the pixel net turn it on and off if the port was assigned only 1 channel and treated it as a single strand? I only need on and off.

One option might be to try to pickup a DSC and use one of the outputs for your 12V item.  You can grab power off the power supply feeding the F16 and feed the DSC pixelnet from the pixelnet out on the F16.
