Hey, Dan-
Thanks for the lead on these power supplies; I will be using several of them.  What pins did you jumper?  I was able to get mine working, but I want to be sure that I am doing it right.  Thanks!

These units are used in the RC community, and there seems to be two generally agreed upon ways to wire jumpers:

16-22 and 05-11



Or

16-11-06



Both of these configurations worked for me, but I have not tested them under load to know whether it makes a difference (e.g., fan speed).

Sorry... Been reroofing my garage...

The pins that I use are 5,6,11,16 all shorted together... I used a couple of small female lugs w/a small piece of wire (please see the pic I posted above)... I bent the other pins slightly away from the lugs so they wouldn't touch/short...
