E682 San Devices doesn't power up

Hi
I found an E682 16 port controller lying around and finally need it.  I give it 5 volts with jumper on pins 2 and 3. Nothing.  I tested the power supply.  5 volts.  When I plug the power supply into the E682 and test on the power connector screws I get only 4 volts.  No lights come on. Anybody ???
