Difference on Channel output > LED Panels between two FPP instances

This is new.  I have two FPP instances that are almost identical.  Both were updated today from yesterday's master to todays: v8.x-master-304-g3005caa4 (master branch) 
Both are PocketBeagles each with a PocketScroller driving a matrix panel - 2H x 3W P5 for one and 3H x 4W P10 for the other.  On the P10, the Channel Output is the same as it has been with a LED Panels tab.  However now on the P5, the LED Panels tab is replaced with a PocketScroller tab with different options as shown below:

Using LOR (mostly SuperStar) for all sequencing - using FPP only to drive P5 and P10 panels.

If the cape is a PocketScroller, then this is the expected behavior.

I believe that you have to install a virtual EEPROM on the PocketScrollers since the PocketBeagles do not have a physical EEPROM onboard.

It is a new behavior if that is the case - which is fine.

But why only one of them?  As far as the Beagle and scroller, the two are identical.

Maybe in the rebuild process or something else the Virtual EEPROM got deleted?
