Kulp OctoPlus v2.3

I recently purchased the OctoPlus v2.3 from Wired Watts to replace my ColorLight card. After I connected my P5 screens I noticed that two lines of lights will display then the next two will be off. This pattern is repeated down the whole screen. I have tried different settings in FPP 6.3 but still no luck. Any ideas? The port on the P5 screen is labeled HUB75-D.

What kind of panels are they?  Are they 1/16 scan or 1/8 scan?  1/8 scan could do that if the panel doesn't support one of the interleaves that the BBB code supports.    Normally with the 1/8 scan, it's every other row being off, not groups of two, but if the panels are with a new interleave that we haven't seen before, this is certainly possible. 

Also, I'd try replacing the cable from the Octo to the panel and/or try a different port.

I have tried different cable in different ports with no difference.

You have Output by Rows and Blank between Rows checked.
Try unchecking to see if that helps.

I have tried unchecking those boxes, having the 1st check and the 2nd unchecked. I have tried two screens from a Wired Watts. I have tried new cables. I have tried different ports. I have reimaged the FPP Beaglebone Black. Nothing has changed. Figured this would be easier then the Colorlight mess.
