F16V3 16 port expansion only first 8 work

Hi all, I hope someone can help. I have a new F16V3 expansion board connected to a K8-B. Ribbon cable is in H1 and looks like it will only go one way. Jumper is on 17-32. Ports 1-8 work correct, port 9-16 do not work. I have power at each pigtail. I am using the test function on the K8-B to do the testing. Not sure what else to try.

Any ideas?
