Is this the beginning of the GUI or menu driven way to create the correct channeloutputs string of numbers?

Yes, I have the config UI pretty much done now and should have it pushed to the code repository in the next couple days.

Could this be the API way to configure the channels ... Maybe an xLights plugin to allow the config tab of xLights to download to FPP :)

Don't get your hopes up. :)  The main focus of FPP v1.5 is to get new Channel Outputs into the hands of users and that includes BBB support.  The changes I mentioned are only the UI for the BBB string capes (F16-B, F4-B, RGBCape48C) and LED Panels (RGBMatrix, LEDscapeMatrix/Octoscroller) and that UI is only temporary really until FPP v2.0 comes out which should have a new UI currently being worked on by tjames.  The API is part of the new UI work, but since it is still a work in progress I can't say for sure whether it will do what you are referring to.  I think the goal is to perform all configuration manipulation via the API.  For FPP v2.0, we will probably be changing several of the config file formats to make them easier to manipulate and read.
