K16A-B v3 Cape not detected on power up...reboot and it's detected.

I have a K16A-B, BBB Rev C3 FPP 8.5.1 .  This is the first time using this board.  After several reseatings of the board, different versions of FPP, I finally have a mostly consistent behavior.  When I first power up the cape is not detected (BBB is powered from the K16A-B, 12 Volts on rightmost side).  The FFPD boot delay is set to auto, although I have tried 2 minutes with no effect.

The fpp_init.log:
Did not find 0x50 on i2c2, trying i2c1.
Did not find eeprom on i2c.
EEPROM file doesn't exist .
Could not detect any cape


Looking at the source code, I ran: i2cdetect -y -r 2 0x50 0x50  and it returns the following:

I believe this indicates the cape is there.  I reboot (w/o powering off) and all is well.

Is there any place else I should look?

I have tried various experiments and to no avail with 12v power.  I changed the power to 5v and it boots properly and detects the cape the first time.  Since I need a bank of 5v outlets for my lights I will cease exploring why the 12v power causes the problem and be satisfied with 5V for the bank that supplies the power.
