Micro CYB PiHat Raspberry pi 4b ACT error

I have a microcyb 2port PiHat plugged into a raspberry 4b. When I power the combo through the Pi with 5v 3A, it all boots normally and I can access the network as one should. When I power it through the PiHat with 12v 5a, the Pi doesn't boot, and it gives an ACT error code that I can't find an explanation of. Any solutions?

Check that 5v is being fed back to the rpi.
