Diff Receiver lights not turning on.

I have a WB1616 which when I have lights attached to the 16 ports the FPP test screen lights them up.  With a receiver they don't.  It must be a config error as this is the first time attempting to use a smart receiver.  Its a pixel controller card v2.01.  The dial is set to A, and the terminating dip switches are all on as this chain only has one receiver.   The test mode for channel 17-20 does not light the lights.   The cat5 cable is from the dmx port on the controller marked 17-20 and it goes into the left connection on the receiver card.  I've attached the input/output configuration.  Any suggestions on what to look for?

Is it blue or black receiver?   If blue, it would need to be set to 4, not A.
