Matrix panels go full while on every restart

I have two FPP instances.  Each are running on a PocketBeagle and PocketScroller.  The P10 is 4W x 3H and the P10 is 3W x 2H.

The issue I am seeing is that every time there is a FPPD restart, the matrix panels go to full white.  They stay full white until something forces them to do something else - playing sequences or pulling up a test pattern.  I think this started with v8 and has persisted with various updates.

Any ideas?
Using LOR (mostly SuperStar) for all sequencing - using FPP only to drive P5 and P10 panels.
