Then I don't have a clue. It might be a panel with an odd protocol as there is no standard.

I GREATLY appreciate your time
these worked fine before we moved in 2019.
due to mental health issues i had to take a break

in the process of moving, i lost my BBB that had the same cape on it
now i can not get these to work with the NEW BBB and same cape

moreover, i can not get these or ANY panels to work
i just bought new ones,
they are showing the same thing

Quick look based on the pic you took of the board, I think you will need some extra config since its not the normal kulp octoscroller rather it appears to be one based on ledscape.  Ledscape Octoscroller

you are correct - it is! - -ive contacted the developer/manufacturer a few days ago for help - so far nothing

thank you, I read it, and someone did some work on it, but never posted the results or the fix

Like was mentioned, the OctoScroller that you are using is NOT an FPP based board, so FPP will probably not be able to configure it properly (Sorry I didn't see that at the beginning)
You will need to use the software designed for that board and not FPP, The links were provided by @jerryg
