i tried to install 7.2 on pi b+    after i flash it on sd card . i install sd card in my pi, connect the hdmi 
and start up the pi i dont see anything on screen.

i tried 192.168.8.1 in my browser and blank with cat cable connected to my pc.

Look for it in your router and make sure you can see it.

Just confirming that you are using software like etcher to create the SD image.  You can't just copy the file over to the SD card.  The card needs a bootable image which requires a program like rufus, etcher and a few others.  If you have done that you might have a bad SD Card.  You might try another SD card, or maybe using the SD Association card formatter tool and format the SD card before applying the image..
