In some sense, FPP is a stripped down version of NOOBs in that anything not necessary to run a light show has been removed.   I've used FPP since it was born and I do not ever recall Noobs used for running a light show.

NOOBS hasn't been used in years.   Using a normal Debian based image is way easier and faster.    Why would you need/want to use NOOBS?

I can't get my raspberry pi 4B to do anything. I've Installed the OS on my 32GB card and inserted it into the Pi but nothing happens. I'm trying to hook it up to a monitor, mouse and keyboard. Any help would be appreciated.

I'm going to be very specific here.  You say you installed the OS onto the card.  What exactly did you do?  As in, what file did you use and how did you write it to the µSD card?  I know this may sound like a dumb question, but it's not.

Also, you should never need to hook up a keyboard, mouse, and monitor.  Generally doing so is not only not needed, but causes more confusion than it solves.  The FPP GUI is entirely web based.
Using LOR (mostly SuperStar) for all sequencing - using FPP only to drive P5 and P10 panels.
