I run tests of my lights from the IP address. I use display test t test all lights then test each string and all light. I then turn off display testing and one group of lights stay lit even though I call for individual strings. Even cutting power to the controller and restoring power that group of lights stay lit

As a test, swap ports on the controller with another string.  Does the problem stay with the port or the string?
Using LOR (mostly SuperStar) for all sequencing - using FPP only to drive P5 and P10 panels.

Switched pixel strings. again part of lights on port 0 stay on

Turn on testing for all channels and then turn off and see if it turns them off.  Also, what is "one group of lights"?  Is it the whole string? part of the string, what?  Do those lights stay lit if you move that cable to the second port and turn test on/off?
