1200w HP Power Supplies

So one of my boxes stopped working. Inside it has (1) 1200w PS, (1) F8 Distro, (1) Smart Receiver, and (1) fan.
-I verified fuses
-I verified 120VAC to WHITE and BLACK input wires
-Fan on PS turns on low speed
-Replaced PS and PDB 4 times
-Only getting 4.5-5VDC on output of each PS except original one that was in there, which does not turn on. This reading is without a breakout board connected. The breakout boards show no voltage at all.

-No PS light

Any ideas?

Also there is no power at the fuse distribution (green fuses) or either board (obviously).

Do you have a "sense" wire connected?

The breakout boards have the circuits to deliver the right voltage back to the PSU to allow them to turn on. Without either the "sense" circuit or breakout board, they will not power on.
