Background color

I'm very new to xlights

I've seen other peoples shows where there is a constant background color while the pixels are doing another effect

For example, around a window there may me a blue glow while the pixels have the butterfly or bars effect.

How/can this done in xlights?

layers.  look for video on using layers.

I think what you might be seeing is flood lights? A lot of people will accent the house with flood lights.
