FPP on Pi5 won't start with "FPPD boot delay" set to 2 min or higher

I'm running FPP 8.5.1 on a Pi5.  I need to delay the startup by 2+ minutes so that the connected router has time to boot.  If I set the delay to 1 minute, everything works fine.  If the delay is set to 2 minutes or longer, FPPD does not start and will not start even if I try to manually start/restart it.  Any suggestions would be appreciated.
