Can you update 3b+ to 9.5.3?

Can you update 3b+ to 9.5.3?  I've tried several time with no luck.  What information would be helpful to address this issue if a 3B+ can be upgraded to 9.5.3?

fixed it......time/date issue.  I set the time/date in settings....now it works...

BTW:time zone is incorrect.  ran FPP Health Check and FPP date/time Alignment to browser is significantly different from browser.

How do I fix that?
