Is there still a bridge mode? I used to use this to test new sequences.

Yes, and unless turned off, is already running.  Just define the controller in XLights along with its IP address and the ports that you are going to use and you should be good to go.  Make sure that the controller is also set up with the correct output definitions.

I have a pi cap controller set up a long time ago. I am starting from scratch how do I set this up. 
Is there a site that shows this?

Bridge mode will survive an upgrade, but will be lost on a new install.  The FPP restore from backup does not restore this setting. 

Assuming you are looking for "IP Forwarding".  From "FPP Settings\UI" turn the "User Interface level" setting to "Advanced".  IP Forwarding will now show up on the "Network" tab towards the bottom.
