F-8 E Fuses all blown

I have an f-8 distro with e-fuses. it was working fine. Now all 8 fuses are glowing red (blown) but I only have 3 lines hooked up. I pulled the power to it and disconnected all connectors to make sure there wasn't a short. I have an SR1 in the same box on the same power supply. that is working fine, but the distro board only will glow red on all 8 ports. 

Any advice?
