FPP over Ethernet using NanoPi

I'm trying to build a custom solution for my client with the following setup:
2 p2 led panels
NanoPi with 2 Ethernet (1 for network and the other for the receiving card)
Novastar MRV208

The goal is to run a video as a background and a custom message that the client will be able to send whenever he wants.

My question is, is it possible with the setup above?

No.

FPP does not support Novastar receivers, and FPP may or may not work on a NanoPi, certainly no images are produced for it so you'd have to install debian and then convert it to FPP with FPP_Install.sh

I can switch to RPi 4 and Colorlight 5A-75B,
Will I be able to program it to display a custom text over a video?

To do that, you'd need to encode the video files into fseq files using something like xlights I think.
