Hello I can not get FPP 7 to connect to a browser

seems like the same problem on both my Pi's FPP 7 shows the Ip address then I cant get it to connect at all on a browser. it seems like the 127.0.x.x is not recognizable by my Mac or Android. Can I change the IP through Keyboard and commands. Also it has another Ip that is  169.x.x.x and I cant connect at all to that IP either via browser.

127.0.0.1 is normally the loopback address.  Not accessible to other computers.
A 169.x.y.z address generally means that a DHCP client could not find a DHCP server and self assigned an address.  The device can then be reached via that address - HOWEVER, your computer / router likely will have no clue how to route to that subnet unless you give your computer an IP address in the same subnet.

Also, it sounds like you have a monitor, keyboard, and mouse connected to the RasPi being used for FPP.  You do not need any of those connected, and generally new users cause more problems for themselves by doing so.  FPP is designed completely to be set up remotely.  Look at the FPP manual for tethering modes and it will explain how to make the initial connection.  Once that initial connection is made, you can make whatever network changes are required via the FPP web GUI.
Using LOR (mostly SuperStar) for all sequencing - using FPP only to drive P5 and P10 panels.

Like @k6ccc mentioned, 127.0 is not a valid IP address for your usage.

You say Keyboard? That makes me believe that you connected a monitor and keyboard to your FPP and like @k6ccc stated, this is NOT the recommended method. To answer your question, Yes, you can, but doing it this way is a very technical process and if you don't understand IP address as it seems, you could do mor harm than good. Networking is a bit of a challenge for most people, so don't feel bad.

Again @k6ccc mentioned that this is NOT an IP address normally used in normal situations.

So on My Router If the RJ45 is not plugged into 1 specific Jack it will not allow access to the Specific Ip address. As soon as I plugged into the correct Rj45 on the Router and rebooted the Pi running FPP it immediately responded with a 192.x.x.x address, instantly I was able to access the FPP GUI from the internet.

That does not sound normal, unless you are talking about lan and wan ports. Usually ALL lan ports are "interconnected" and all IP addresses withing that network can talk to each other.

This is probably a terminology issue, but IF you can access your FPP from the internet, then you might have some issues....I think you meant you could access it from your local network?
