IN TEST MODE WILL ONLY LIGHT FIRST STRING 50

With 2 strings of 50 pixels connected.I can connect to a pixel tester and both strings light so I know both strings are good.
When I address the controller directly (192.168.1.12) and enable  test mode I cannot light more than just the first string.

Sounds like either the number of pixels hasn't been changed from a default of 50 or that it's a cape running an unsigned eeprom. The first issue can be seen by looking up the outputs on the cape. The 2nd may be seen as a warning on the outputs page or going to the cape info page in FPP.
