I'm the new dude to this club. 

I have a pi running FFP and would like to control the GPOI in a sequence to output voltage to power on some dumb lights. 
I have a relay that will power on a strand of lights with 3volts.

I see how it works with a switched input but want the output volts to change.

Have you looked at:
Input/Output Setup->Channel Outputs->Other->Add->GPIO?
