Camera input for WS2811's

Hi,
I have a quick question on whether or not FPP can be used for my project. I want to have a camera input be displayed on a 42*42 display of WS2811 LEDs. Can FPP be given a camera input and process it to display it?
If so, can it also add effects on the video it is displaying? I was hoping to be able to add noise to the video dependent on an external dial, is this possible with the software?

The fpp video capture plugin can definitely take video input and display onto a Pixel Overlay model.   That part is easy and built in.  Effect CAN then be placed on top of that (like text) so it's possible, but something like a "noise" generator or similar is not built in.  You'd need to write some code for that.
