How to make access FPP new setup

I have been successfuly running 2 piCaps for several years. I wanted to upgrade to Ver 6. 
I have loaded the image on 2 new 32mb memory cards.
I inserted the card into the Rasdberry Pi and powered up. The instructioins I have found said it should appear on my wifi. 
How can that be since I have not entered  my wifi password. Does the PICap emit a wifi signal that my computer can read.
I want to set up a static ip on Picap so I can access with my browser to make adjustments.
I tried connecting the picap to my Win 10 computer with a network cable but no contact.
I did connect the PiCap to my TV with a ??   Cable. The login page appears but with the wireless keyboard I cannot enter the password. One problem is that the page size is not correct so the entry line  is off the screen.
Can you suggest a better YouTube installationvideo.

Yes, it will create an Access Point.

That won't work unless you do some manual network configuration on your Windows computer since the picap is looking for a DHCP server and a Computer is not typically configured to ack as one.

That typically does not provide you with any relevant information.

That is because you do not log in that way, you have to use the Web interface.

since we have no idea which one you are looking at, here is a guess. It is for version 5 and they are very similar. There is also a Manual with complete step by step instructions

I have formated my card and flashed the card with etcher. I connected the fpp to a switch then to my computer but it will not bring up fpp. 
I then connected to my tmobile router that has an ip address of 192.168.12.1 again no luck with /fpp. What next.

Are you connecting the switch directly to your computer? Is the Switch only connected to your FPP and Computer?

If so, this will require some advanced configuration on your computer and I would strongly recommend following either the video or FPP Manual.

What do you mean by "no luck with /fpp"? What does that mean? How are you trying to get access into your FPP? We need way more details in order to help you.

I have reflashed card then connected my fpp to my tmobile router at 192.168.12.1. There I can access and modify fpp. 
when I reboot I lose access to  fpp. cannot find on network scanner or bring it up with ip address.
