If you are trying to use the DPIPixels protocol to either allow the PI to process audio without a sound card or to get more than 2 output ports then yes, you will need to license the cap.  This I believe started in version 7.  As Jim has asked, what cap are you using?

jnealand

Simoly put, Kulp and Falcon branded caps do not have to have a license since as I understand it those vendors contribue to the develop of FPP.  Other caps seem not to contribute but do have the opportunity to contribute and then their customers would not need a license.  In the end the cost of a license is trivial

Is your Pi cap controlling more than 2 ports? If not, then no license required. But if you need audio out of this device, then you will need to buy a Soundblaster or a license.
If to err is human, I am more human than most people.
