Issues with K8-b V4.0

I am having big issues getting my BBB controller up and running.  I have used this one for the last few years and it seems like it is in great shape.  I created a new image from the github and everything seemed to work fine.  I went to the FPP page and was completing the set up and it required a re-boot.  After the reboot, it seems like the Webserver doesn't come back online.  I can ping the IP. I can not SSH to it (connection refused). and there is no web front end.  What is going on?

a quick update... I have an identical set up, that is working with no issues.  It appears that this one board just doesn't seem to reboot.

even stranger, it is discoverable in xlights, but can not get to the UI. fpp in the screenshot below.

Version 8.3.1 works on an identical install, with no issues. It is only this one BBB with the issues.

After the reboot, it seems like the Webserver doesn't come back online. 

Sometimes you need to power cycle the FPP after an update
