eMMC Flash/Storage

Life took over and I'm not doing a show this year but I still want to play around with the new version (might still try to do something small).   Followed my normal steps I usually did for all the reinstalls over the years but having one issue with 7.3.1 I can't seem to get by.

Flashed 7.3.1 to a SD card, booted the BBB using just direct USB connection.
Opened Browser up to 192.168.7.2 and did the "Finish Setup"
Reboot
Then did the flash to eMMC
Removed SD card with the 7.3.1 OS on it and put in a clean SD card.
Booted up and went into the storage to set the storage to the SD card since the eMMC is small and won't have enough space for media.  I then get the following error when changing it.  Tried several SD cards same result.  If I reboot after the error, the system does not fully reboot, I have to put the original OS sd card back in to get back to it.

Any one ever see this and or maybe just how the updated OS works now.  Is this setting for the full OS vs just media storage?  It used to allow me to boot the OS on the eMMC and then use just the SD for media storage....wondering if that maybe changed now and is the cause for my error.
