Building Playlists

In FPP Connect, there is a "Playlist" dropdown.  

The manual states, "The Playlist drop allows the user to select a predefined Playlist in FPP to add the uploaded sequences to."  

Is there any "external to FPP" methods of creating the playlists?

No, you have to create the playlists from within FPP

Thanks for the confirmation.
With all the other "automation" that has been added to xLights, it was a reasonable assumption that there may have been a "playlist generator" somewhere in there.
