How wouldD I set this up to run my dumb controller off my f16v3

Your HC dumb controller is probably DMX input.  The F16 has DMX out.
Sequencers: Vixen3 and xLights
Players: FPP and xSchedule Controllers:  Renards - SS24/SS16; E1.31 - San Devices E682 - Falcon F16, F4, F48 - J1Sys - DIYLEDExpress E1.31 Bridges.  Much more!

You are correct
is it possible to set a output to dmx off my f16v3

Exactly what I was getting at.  Check the Falcon manual on how to setup the Falcon's DMX outputs so they can feed the DMX inputs of the dumb controller.  In your sequencer you simply use the E1.31 channels that you assign for Falcon's DMX output.

To be clear:   You can not set any of the STRING outputs to DMX like you can with SanDevices controllers.  The Falcon has separate SERIAL Ports for DMX.  They are the RJ45 jacks on the top right of the board.

One other thing to remember:

The Falcon's serial outputs have two different setups.  One of them has 4 serial lines in the same RJ45 (usually for use with a Falcon remote receiver) but does not carry the DMX ground (just the signal + and signal - for each of the four pairs).  The remaining RJ45s have a single serial output in the RJ45, complete with ground.  Some DMX controlled units require this third line, others do just fine with just the signal + and signal -.  Once again, check the manuals.  They are pretty clear on this.

Ahh ok I understand sry still a noob lol and thank you for clarifying

The really nice part is that you don't have to mess with setup of a DMX controller in your sequencer.  The Falcon will do the conversion from E1.31 to DMX for you.
