9.2 throws failed to start systemd-rfkill.service after initial reboot

I was able to configure FPP 9.2 on a Pi 5 with no issues.
I am trying to set up a remote Pi Zero WH following the same steps and am trying to initially set up the networking.
I start up a new image
I set my wireless settings to connect to the initial Pi network FPP and access the FPP page on 192.168.8.1
It initially has the message that the Base configuration has changed and a reboot is required.
I do so.
I go config page
I set the passwords to the default and change the hostname (FPP-LEFT and this immediately pops up a reboot needed message) and change the location settings.
I then run the reboot

I get a Failed to start system-rfkill.service on the pi reboot but I can repeat the FPP wifi connection process and get back to the page on 192.168.8.1

Now I try to set the static IP I need (192.168.1.201)
Netmask 255.255.255.0
Gateway 192.168.1.1
DNS Server 8.8.8.8 (not really needed but stop throwing warnings)
(same as the other Pi's configuration)
WPA SSID password settings same as other PI

I hit update and a message to reboot appears
I reboot and see the same error on the Pi screen
It continues to boot but unlike the other Pi (which didn't have the error) It tells me my ip address is still 192.168.8.1 and didn't change to what I assigned
At this point FPP no longer shows up in my wifi list (nor does FPP-LEFT for that mater)
The only option I have at this point is to reimage it and start over.
I dont know why this service doesn't start but it appears to maintain the changes to the wifi settings. 

I have a non FPP image that this Pi runs and its wifi works just fine so I don't think its a hardware problem.

Any ideas?

I bought a new Pi Zero WH and have the same issue.  
I also bought 2 Pi 5s and everything set up fine.  I am thinking FPP 9.1 and 9.2 don't work on the Pi Zero WH.

I am not at the point to have anything running in my yard yet, but based on all the posts I read I will be staying on FPP 8.5.?  Way to much time being spent diagnosing issues on 9 to my liking.

9.2 was primarily created to handle the new bb hardware...

Same thing just happened to me (also on a Pi Zero).

Attempted an in-place update to the latest version 9.2.  After waiting an hour and finally hard-reboot, wasn't able to find the FPP at all (not even through tethering).  Had to reimage (also 9.2) multiple times.  Each time I could connect though tethering, but lost connection when configured to my WiFi.

3 hours later.

Reimaged back to 8.5 and everything is fine.

This has been noted a number of times .. 9.2 and the underlying OS drops support for some wifi dongles.
