Receiver 2.01 and F16V4 - not getting data

I am a new hobbyist and am trying to connect one differential receiver to F16v4. Done the following:
1. 12v power to receiver - power led lit
2. using cat6 to get data from F16v4 RCVR1 to the smart receiver. NONE of the data LED lights are lot.  I have tried other cables too.
3. connected a string to port1, its lits in test mode
4. verified dial selector is at A (also tried positions A-F, 0) and terminator switches are on 

On the Falcon web interface, I only see 16 ports (of f16v4) and no BLUE + action to add the additional ports. There is only the option to create virtual string on port 1-16. I have gone through doc and also other post, but unable to figure out what am i missed? From the doc, i should be able to get port 17a, etc. Any help would be highly appreciated.

Do you have the falcon configured for the differential ports?
