Copy SD to NVME - new NVME fails to boot properly

Basically, I've tried a number of ways to get an NVME drive to work w/ RPi5.  I've used the built-in copy to NVME (both the fresh install and copy everything), used the RPi imager software, different NVME cars, etc....nothing seems to work.

The files/image are written to the NVME drive, but when I shutdown, remove the SD card, and then start back up, the webfront end is not accessible.  It looks like the Apache server is not running as this is the message:

I can login, access the command line, view directories, etc.

When booting up with a display attached, there were some error messages about services "failing to start" (attached screen shot):
atd.service
php8.2-fpm.service
exim4.service
 
Thinking maybe some background php/Apache services aren't running on boot from NVME only.  Again SD card only is fine...or SD card w/ NVME as the SD card becomes the boot device.  This is running 9.1-3.

Any help would be greatly appreciated!

ok...I was able to get this to work in an funky way.  Basically, cloned the image of FPP from an SD card to the NVME drive, then edited the cmdline.txt  so that the NVME drive would boot (vs SD card).  After cloning the image to NVME, also had to extend the partition.  A lot of chatgpt help there...

I'm probably not doing something right but after spending so much time trying options, watching videos, etc. I don't know why I couldn't get the NVME to boot right...whether it was no boot at all or boot but with services like Apache not quite working.

With my NVME I had the same issue.
With mine i had to bring up the rasp-config application and set the boot for the NVME.
